U.S. small businesses are encouraged to apply for an STTR grant to create products, processes, or services that enhance minority health and address health disparities. The goal is to develop technologies that are effective, affordable, and culturally suitable.
This NOFO invites eligible U.S. small business concerns to submit STTR grant applications to develop products, processes, or services aimed at improving minority health and reducing health disparities. The focus is on technologies that are effective, affordable, and culturally acceptable.

Eligibility
The following categories of applicants are invited to apply:
- United States Small Business Concerns (SBCs) – for‑profit entities with a U.S. place of business, operating primarily in the U.S. or contributing significantly to the U.S. economy; ≤500 employees including affiliates; must meet SBA STTR ownership/control criteria
- Small Business Joint Ventures (U.S.) that qualify as SBCs under STTR rules – JV must be in an allowed legal form and have <50% participation by foreign business entities; each venturer must meet applicable SBA STTR ownership/control requirements
