Eligibility

The following categories of applicants are invited to apply:

  • United States Small Business Concerns (SBCs) – for‑profit, U.S.-based small businesses with no more than 500 employees (including affiliates)
  • SBCs majority-owned and controlled (>50%) by U.S. individuals or by other business concerns majority-owned/controlled by such U.S. individuals
  • SBCs majority-owned by an Indian Tribe, Alaska Native Corporation (ANC), or Native Hawaiian Organization (NHO), or a wholly owned business entity of such tribe/ANC/NHO
  • SBCs majority-owned by multiple venture capital operating companies, hedge funds, or private equity firms (SBIR-only; no single such firm may own >50% unless it is itself a qualifying small business)
  • Eligible Joint Ventures of SBCs – each entity to the joint venture must meet the ownership criteria above; joint ventures must have less than 50% participation by foreign business entities and comply with 13 C.F.R. 121.705(b) as applicable
Additional Eligibility Information
Only United States small business concerns (SBCs) are eligible to apply to this NOFO. Key SBIR eligibility requirements include: (1) Organized for profit with a place of business in the United States, operating primarily in the U.S. or making a significant contribution to the U.S. economy (e.g., taxes, use of U.S. products/labor).
