This NOFO invites eligible U.S. small business concerns to submit SBIR grant applications to develop products, processes, or services aimed at improving minority health and reducing health disparities.

Eligibility
The following categories of applicants are invited to apply:
- United States Small Business Concerns (SBCs) – organized for profit, with a place of business in the U.S., operating primarily in the U.S. or making a significant contribution to the U.S. economy; with no more than 500 employees including affiliates
- Joint ventures that qualify as U.S. SBCs – JV must be in an allowable legal form and include less than 50% participation by foreign business entities; each JV party must meet SBA ownership requirements for SBIR/SBCs and comply with 13 CFR §121.705(b) where applicable
- U.S. SBCs majority-owned and controlled (>50%) by U.S. citizens or permanent resident aliens, or by other qualifying U.S. small business concerns
- U.S. SBCs majority-owned by an Indian tribe, Alaska Native Corporation (ANC), or Native Hawaiian Organization (NHO), or a wholly owned business entity of such tribe/ANC/NHO
- U.S. SBCs majority-owned by multiple venture capital operating companies (VCOCs), hedge funds, or private equity firms (SBIR-only); no single VCOC/hedge fund/private equity firm may own >50% unless that single firm itself qualifies as a U.S. SBC owned/controlled by U.S. individuals
