Eligibility

The following categories of applicants are invited to apply:

  • United States Small Business Concerns (SBCs) – for‑profit businesses with a place of business in the U.S., operating primarily in the U.S. or contributing significantly to the U.S. economy; up to 500 employees including affiliates; permissible legal forms include sole proprietorship, partnership, LLC, corporation, joint venture, association, trust, or cooperative
  • Joint Ventures of eligible U.S. Small Business Concerns – each JV partner must independently meet SBIR/STTR SBC ownership requirements; JV must have less than 50% participation by foreign business entities
  • Small Businesses majority‑owned by multiple Venture Capital Operating Companies (VCOCs), hedge funds, or private equity firms (SBIR-only) – no single such firm may own >50% unless that firm itself qualifies as a small business that is >50% owned and controlled by U.S. citizens or permanent resident aliens

Only United States Small Business Concerns (SBCs) are eligible applicants.
