- Organizational eligibility is limited to U.S. public or nonprofit private institutions. For-profit organizations are not eligible to lead/apply under this mechanism; they may participate only as consortium members or subcontractors. - Foreign (non-U.S.) institutions are not eligible to apply; they may participate only as consortium members or subcontractors.
