Eligibility

The following categories of applicants are invited to apply:

  • United States Small Business Concerns (SBCs) — for‑profit entities with a U.S. place of business, operating primarily in the U.S. or contributing significantly to the U.S. economy, and having no more than 500 employees (including affiliates).
  • Joint ventures of eligible SBCs — permitted if each venturer meets SBIR/STTR ownership/control requirements and the joint venture has <50% participation by foreign business entities; must comply with SBA 13 CFR 121.705(b) registration/proposal requirements.

Core organizational eligibility - Only U.S. Small Business Concerns (SBCs) are eligible applicants.
