The Grant and Per Diem (GPD) Program is the largest VA initiative for helping homeless Veterans transition to stable housing. It awards grants to community-based organizations to provide transitional housing and supportive services. There are different types of GPD grants:

The following categories of applicants are invited to apply:
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- Native American tribal governments (Federally recognized)
- Public housing authorities/Indian housing authorities
- County governments
- City or township governments
- State governments
- Special district governments
