Description

The Transitional Living Program (TLP) offers shelter and support services to youth aged 16-21 for up to 18 months, or 21 months in special cases, to help them achieve independence. The program focuses on improving four main areas: providing safe housing, enhancing education or employment opportunities, establishing lasting connections, and supporting social and emotional health.

The following categories of applicants are invited to apply:

  • City or township governments
  • Private institutions of higher education
  • Special district governments
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Others (see text field entitled "Additional Information on Eligibility" for clarification)
  • State governments
  • Native American tribal organizations (other than Federally recognized tribal governments)
  • Native American tribal governments (Federally recognized)
  • County governments
  • Public and State controlled institutions of higher education
  • Independent school districts
Additional Eligibility Information
Public (state and local) and private nonprofit entities and coordinated networks of such entities, are eligible to apply unless they are part of the juvenile justice system. For profit organizations are not eligible. Private institutions of higher education must be non-profit entities. In selecting applications for to receive grants under the TLP, priority will be given to public and non-profit private agencies that have experience in providing services to runaway, homeless, and street youth. …
