The agency first tried to buy the item through an open-market small business set-aside. Because Buy American rules prevented accepting foreign-made products late in the fiscal year, they changed the approach to an IDIQ contract (indefinite delivery/indefinite quantity) for a similar item.

Originally posted as small business set aside open market. Due to Buy American regulatory standards was unable to accept foreign made products offered this late in teh fyscal year. Switched requirment to IDIQ procurement for like item.
