Eligibility
The following categories of applicants are invited to apply:
- United States Small Business Concerns (SBCs) – for‑profit entities that meet SBIR/STTR size and ownership requirements
- Joint ventures that qualify as SBCs under SBIR/STTR rules (each venturer must meet SBIR/STTR ownership eligibility; JV must have <50% participation by foreign business entities)
- SBCs majority‑owned by multiple venture capital operating companies, hedge funds, or private equity firms — SBIR only (not eligible for STTR)
