Eligibility
The following categories of applicants are invited to apply:
- For-Profit Organizations: United States Small Business Concerns (SBCs) only
- Joint ventures of eligible SBCs (with <50% participation by foreign business entities in the JV)
- SBCs that are majority-owned by multiple venture capital operating companies, hedge funds, or private equity firms (SBIR-only), subject to SBIR ownership limits
