- U.S. Nonprofit Organizations (with or without 501(c)(3) status) that hold an eligible active NIH parent award
- U.S. For-Profit Organizations, including Small Businesses (e.g., holders of SBIR/STTR parent awards R43/R44 and R41/R42) that hold an eligible active NIH parent award
- U.S. State, County, City, or Township Governments that hold an eligible active NIH parent award
- U.S. Tribal Governments and Tribal Organizations that hold an eligible active NIH parent award
- Other eligible U.S. domestic institutions/organizations under NIH policy that hold an eligible active NIH parent award
