Description
The Permanent Local Housing Allocation (PLHA) Program, managed by California's Department of Housing and Community Development, was established under the Building Homes and Jobs Act to tackle the state's affordable housing shortage and high costs. Funded by a $75 real estate document recording fee, it generates a continuous revenue stream. Since 2019, the funds are distributed with 70% going to local government housing needs and 30% to other state housing initiatives.
