Program purpose: Invest in select U.S. regions so they become globally competitive in critical technologies within about 10 years. Focus is on commercialization, deployment, manufacturing, and scaling future-focused technologies—not basic research. Goals include boosting U.S. manufacturing, speeding commercialization, strengthening national security, and creating/retaining high-quality U.S. jobs.

- Native American tribal governments (Federally recognized)
- Small businesses
- Native American tribal organizations (other than Federally recognized tribal governments)
- Others (see text field entitled "Additional Information on Eligibility" for clarification)
- Private institutions of higher education
- Special district governments
- Public and State controlled institutions of higher education
- City or township governments
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
- For profit organizations other than small businesses
- County governments
- State governments
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
