  • Public and State controlled institutions of higher education
  • Special district governments

Additional Eligibility Information
Additional Eligible Categories include: Hispanic-Serving Institutions (HSIs), Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges and Universities (TCCUs), and Alaska Native and Native Hawaiian Serving Institutions (ANNH).
