Foreign/Non-domestic entities are not eligible: Non-domestic (non-U.S.) entities (foreign institutions) are not eligible to apply. Non-domestic (non-U.S.) components of U.S. organizations are not eligible. Foreign components are not allowed. Applicants may not include collaborators or consultants from foreign institutions.
