  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Others (see text field entitled "Additional Information on Eligibility" for clarification)
  • Private institutions of higher education
  • Public and State controlled institutions of higher education
  • Small businesses
  • Special district governments
  • State governments
Additional Eligibility Information
Eligible applicants are individuals, institutions of higher education, nonprofits, commercial organizations, state, local and Indian tribal governments. Federal agencies and their employees, as well as Federal instrumentalities (including employees and members) are not eligible to apply. Projects must be conducted within Hawaii, Guam, the Commonwealth of the Northern Mariana Islands (CNMI), or American Samoa.
