This program supports near-term efforts to engage civilian scientists, technicians, and engineers who have nuclear, missile, or other advanced WMD-related expertise and are displaced or financially vulnerable, so they are not recruited by U.S. adversaries. For FY 2025–2026, it prioritizes countering Iran’s and North Korea’s WMD and ballistic missile programs and denying the Chinese government access to sensitive expertise.
