  • Historically Black Colleges and Universities (HBCUs)
  • Federally recognized American Indian/Alaska Native (AI/AN) Tribal governments
  • Tribal Colleges and Universities
  • Tribal health programs

  • Consortia of two or more eligible Tribal entities
  • Non-HBCU, non-Tribal institutions that meet RLI criteria (≤$6M/year NIH support in 4 of last 7 FYs, excluding C06, S10, and all G activity codes; AND ≤5 biomedical research doctorates/year on 5-year average)
Additional Eligibility Information
Applicant must be a Resource-Limited Institution (RLI). An RLI is defined as: (1) an HBCU; OR (2) a Tribal entity (a federally recognized AI/AN Tribe; or a Tribal college or university, a Tribal health program, or a Tribal organization; or a consortium of two or more of those Tribal entities); OR (3) a non-HBCU, non-Tribal entity that, at the time of application, has not received NIH support totaling more than $6 million per year (direct + F&A) in 4 of the last 7 fiscal years (excluding C06, S1…
