Foreign/non-U.S. entities are NOT eligible to apply. Non-domestic (non-U.S.) components of U.S. organizations are also NOT eligible to apply. However, foreign components—as defined in the NIH Grants Policy Statement—are allowed. Eligible federal entities are limited to Eligible Agencies of the Federal Government; the NIH Intramural Research Program is explicitly excluded (not eligible).
